Deceasing staff as the govt. is reducing vacancy. It is creating pressure in existing employees. 4. Stagnancy in terms of promotion and learning. CSS Cadre people fight cases against each other which delays promotions. 5. No power/authority. 6. At DS/Director level, seniors from other Services come to Ministries which reduces available seats for CSS employees.
