Since it's a company owned by Brazilian federal government, the president and directors of the company are chosen not based in their knowledge or experience on management of tech companies, but to attend demands from political parties that are part of the current federal government. The result is that Ceitec is usually poorly managed, and even when the board of directors seems to make good decisions, there are no guarantees that the actions will be carried on due to government changes. Another problem is that there isn't a stable and well defined policy for the semiconductor industry in Brazil.
