Pros
One of the benefits for working at Caltrans is the general flexibility and Work Life Balance. The employees are diverse and there are Interesting people to work with.
Cons
Training is sparse, so that may impede your ability to find other opportunities at other companies. There is also a lack of accountability. I've seen instances were employees did not pull their weight and it caused a strain on the other team members. Advancement opportunities not great.
