School is unorganized. Staff is too young and inexperienced to have a smooth running school. They can't find good teachers that have much experience (they won't apply), so they use aides with no credentials and little college to teach a class. Discipline is based on background, so some kids are punished more severely than others for same offense. As a result of all of this, turn over rate is beyond ridiculous.
