HR has not done a very accurate market analysis in order to ensure the workers are being paid fairly. No plan for workers to grow but you can surely take on more responsibility. Be prepared to fight for any pay increases along the way as tenure and experience do not raise flags for promotions. Managers are not supportive they are only nodding that they hear white noise when you talk to them. They are not in it to help you grow only to secure their own position.
