- Mass layoffs to the contractor workforce to support facility improvements, which are needed, and other improvements towards future capabilities. Contractors are the main do-ers for testing at ATC. Management is supporting the 'need' for many government folks to perform a second job in addition to primary jobs and without pay increases. There have been 3 major rounds of contractor layoffs. - Many government fall under AcqDemo, and typically, the more work and above and beyond you do, the more you money you may make at the start of the next year. Some people are breaking their back to work 2 jobs because those who did one of those jobs was laid off.
