If you are in the good books of the managers and doing "yes-man" jobs, you will get all the opportunities, no matter what your actual capability is. They only want people who will nod their heads to everything they say and maintain personal relations. Promotions are totally running on internal politics, favoritism, and office groups. HR is just sitting there for name sake; they have zero care for employee well-being or career growth.
