- A culture of rampant bullying; and people who see their colleagues get bullied are too scared to speak out for fear of personal ramifications (such as getting excluded/bullied themselves, having their contracts not renewed etc.) - Incompetent managers who offer lip service and are "yes" people to their managers. - Good people, once they are the targets of managers, have no chance of defending themselves and can watch their career go nowhere. - Favourites and the "in-crowd" get all the opportunities for promotion seeeennd the cycle of bullying and yes culture continues. - Biggest problem is that no action is ever taken against management who aren't necessarily bullying staff directly BUT INDIRECTLY. Management do not realise that indirect bullying is still a form of bullying.
