Tech-Observer Project Manager interview questions

The clinical recruiter calls me and schedule my interview, first round done and suddenly after 1 month the clinical recruiter again calls for 2nd round and then after 15 days for 3rd round. I cleared all the 3 rounds and now the clinical recruiter calls and says congratulations you are selected and asks me to submits my 3 months salary slip, my 6 months bank statement and my current organization offer letter also the relieving letter of previous organization. Now here comes a twist. After submitting the documents it's been more than 1.5 months I haven't received any call for HR for salary discussion. When I called the clinical recruiter he says your profile is again send to higher management. So whose fault is this. Initially only you had asked my current CTC which was higher then why you just waste someone's time. The candidate takes his time out of busy schedule just for your interview which has no proper questions that are asked. You should initially only ask for the package of the candidate and if it is higher say no and not waste the candidate's time.
