Softdocs Project Manager interview questions

Interview obtained via a technical recruiter. Initial phone interview then on-site interview. Upon completion of the fantastic interview, was confident I had the job as VP told me to call him personally the next afternoon if I had not heard from recruiter.... then after several personal follow ups (at his request) suddenly 3 weeks later was finally informed another candidate offer was made. Mixed signals from hiring manager were unfortunately very disappointing
