This is because staff turnover is so high, and also because many Kiwis do not want to do such difficult demanding work for the low pay involved. Look, there are some nice people in the organisation, but I think their hands are tied by the pharmaceutical industry, which has a terrible reputation worldwide for looking after staff. Profits and covering their backs legally are the main drivers.
