I applied online. It was a phone interview with HR, followed by a phone interview with the current director, followed by a panel in-person interview with the supervisor and HR. They said in the denial email that they were proceeding with candidates who had direct experience in their program model. I can't be certain that meant an internal candidate, but if so, it'd be kind to let people know at the outset.
