Community Links interview questions

Informal Teams Chat with Assistant Director. Told me he thought the job would be a "step down" for me and why would I want to apply. Explained and was then told he thought my experience was brilliant and that he'd definitely like to interview me. Never heard back re an interview and it was ONLY after I contacted him TWICE I was informed I was unsuccessful as other applicants were better suited? But in the meantime I had seen the advert had gone back out the Friday before?! So what was the truth?!
