      Strong systems and rules in place only apply in field not office or management..... Office people who make suggestions or contributions are verbally thanked and that's it. No action. So people stop reporting / contributing and don't care because unless you are in the know everything like your performancereview is a foregone concluding. Nothing happens or changes. Management is topdown. Doesn't care about listening about what is happening on the front line..
