Underpays and undervalues employees. -Essential transportation engineering software unavailable or there are a lack of subscriptions. -Transportation planning practices unethical. -High turnover rate due to employee dissatisfaction and frequent lay-offs. -Underbids for projects and does not compensate employees for overtime to meet the bottom line.
