Tri-global Solutions Group Inc. is seeking one (1) Senior Business Systems Analyst (Oracle Fusion Cloud) to join our talented Service Delivery team at Service New Brunswick (SNB), Government of New Brunswick.
WORK MODEL: While remote work is acceptable, the successful candidate could be required onsite, as needed, for engagement with SNB and DTI at 440 King Street, Fredericton, NB or at Brookside Place, Suite 30. SNB will provide office space with access to pertinent information and resources as required, for the duration of the engagement. Remote work may be coordinated with the reporting supervisor. All work must be performed from within Canada in accordance with network and data security policies. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident). Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.

PROJECT OVERVIEW
Service New Brunswick (SNB) and the Department of Finance and Treasury Board are currently transitioning the Government of New Brunswick’s (GNB) Oracle EBS accounting system to a new Enterprise Resource Planning (ERP) solution and implementing Oracle Cloud ERP Software as a Service (Fusion SaaS) in multiple phases of a project that will extend over several years. The ERP Project will build and implement, across all parts of GNB, a quality ERP solution which will cover the following three business domains: Human Resource Management, Financial Management and Procurement. The solution is being developed over a 5 to 6-year timeline and will encompass multiple business processes, technology systems, and information that empowers all government employees to make better and more timely decisions.
The Department of Transportation and Infrastructure (DTI) has several applications, supported by SNB’s Business Application Services (BAS) team, which are closely integrated to the former Oracle EBS and have been impacted by the ERP project. Full integration of these applications to the Oracle SaaS is not within the scope of the ERP Project, although some data cross reference mapping has been carried out to allow these applications to continue to function in the short term. Part of the ERP project includes implementing a new chart of accounts coding structure as well as new vendor/supplier and employee numbers. DTI applications currently rely heavily on these attributes and significant work has already taken place to ensure they continue to work, however there is additional effort required. There is also a significant shift in the areas of project costing and time and labour recording which are key functions of DTI’s legacy applications. These are the areas of key focus over the next several months.
Tri-global is seeking one Senior Business Systems Analyst at a senior level with significant technical expertise to support the integration of the Fusion SaaS functionality with DTI’s legacy applications. The Senior Business Systems Analyst will primarily write functional & technical specs for complex integrations as well as develop queries, code, test and implement integrations.
This project is currently supported by a project manager, two internal developers versed in the legacy solutions as well as technical analysts and DBAs as required. This position will report to the project manager under a defined work breakdown structure.
DESCRIPTION OF SERVICES
Service New Brunswick (SNB) requires one Senior Business Systems Analyst 3 with a strong technical background in Oracle development.
In addition to demonstrated skills in documenting, verifying and consuming complex technical and functional specifications, the Senior Business Systems Analyst should have a strong development background in Oracle Forms and reports, extensive knowledge of PL/SQL components such as database packages, procedures, triggers, and functions. They should also have strong comprehension of database structures, schemas, and query building. They will be expected to write and consume complex functional specs and be able to understand, build and test complex system integrations including technologies such as XML.
Experience in development in .net stacks including Forms, VB.Net C# and Visual Studio would be an asset.
DELIVERABLES
1. Functional specifications: As functional solutions are approved, create functional specifications, architectural diagrams, database schemas etc for consumption by developers, DBAs, technical analysts, as required for implementation of each interface or change.
2. Problem identification and solution proposal: Analyze specifications for integrations and application modifications and propose solutions and approaches to meet requirements.
3. Solution development: Implement approved solutions to problems throughout the appropriate areas of the technology stack (ie. APIs, Database, triggers, PL/SQL and Oracle forms or reports).
4. Technical Documentation: Provide or update documentation per unit standards (to be provided as needed) to support integrations or implemented changes.
5. Participate in team scrums: As a member of the overall DTI / ERP implementation team, take part in team scrums and meetings to report on progress, issues etc.
MANDATORY REQUIREMENTS
– Years of IT Experience. (15 years+)
– Experience as a Programmer Analyst. (10 years+)
– Experience as a Business Systems Analyst. (7 years+)
– Demonstrated experience with a transformative ERP* implementation project in a Canadian public service** environment involving complex legacy applications. (3 years+)
– Spoken and written competence in English. (Yes or No)
– Legally authorized to work in Canada. (Yes or No)
**Public Service for the purpose of this requisition means a Federal, Provincial or Municipal government department or branch that provides public services to tax paying citizens under government policies and legislation. This does not include entities that operate as companies such as crown corporations and does not include private sector entities that operate under legislative regulations, such as banks.
SCORED REQUIREMENTS
– Experience analyzing business and technical requirements to identify information, procedures, decision flows and reporting requirements. (5 to 7 years+)
– Experience with consuming and creating data modelling, entity relationship diagrams and solution architectural diagrams. (5 to 7 years+)
– Experience in Oracle PL/SQL including creation, maintenance and debugging of advanced packages, procedures, and functions. (5 to 7 years+)
– Experience in interpreting and defining Oracle database table and field specifications for complex systems with multiple interdependencies. (5 to 7 years+)
– Experience in reading and analyzing complex database schemas. (5 to 7 years+)
– Experience analyzing, designing, and testing complex system integrations between multiple applications and data sources. (5 to 7 years+)
– Experience in writing and consuming functional and technical specifications to achieve software integrations between multiple highly complex systems. (5 to 7 years+)
– Experience working with a distributed team across multiple disciplines (Business Analysts, DBAs, Developers, and end users). (3 to 5 years+)
– Experience working with a major Oracle Fusion implementation project in a public sector environment. (3 to 5 years+)
– Demonstration of strong verbal and written communication skills, able to target communications to audience (e.g., technical, non-technical). (6 – 8 years+)
– Experience in designing and developing complex data integrations between solutions using XML. (3 – 5 years+)
– Experience in .Net stack including VB, C#, MS Forms. Note that weighting of the scoring will be ranked in favor of Oracle experience. (1 – 3 years+)
– Oracle Associate or Professional Certification. (Yes or No)
