Yes if the stack you are working in requires that you use it, and yes if you are supporting sites that have already implemented it. You don't always get to choose the tools for a job in development. And there are a variety of problems for which jQuery is a perfectly great solution that comes with the benefit of a big ecosystem of support and dev knowledge.
