Intent of the process

This process is used to establish a pool of partially- or fully-qualified candidates, which may be used by Immigration, Refugees & Citizenship Canada to staff similar positions at an identical group and level with various linguistic profiles, various security profiles and various tenures using various staffing activities, across Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Ed1. A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;
OR
Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

Degree equivalency

E1. Minimum of 1 year experience in at least one (1) of the following areas:
(a) accounting operations (e.g. accounts payable);
(b) corporate accounting;
(c) financial planning, budgeting, and reporting;
(d) financial management advisory services
(e) auditing and internal control;
(f) financial systems;
(g) Financial management of grants and contributions.
E2. Recent* and significant** experience in analyzing financial information and providing financial advice to clients or supervisor on a wide variety of financial subjects.
E3. Significant* experience using Microsoft Excel.

  • "Recent" is defined as experience normally acquired within the last three (3) years.
** "Significant" is defined as the depth and breadth of experience associated with the performance of a broad range of related activities which were the candidate's primary work responsibilities and for a period of approximately of one (1) year.

ASSET QUALIFICATIONS

Note: Other qualifications may be a deciding factor in choosing the person to be appointed. Depending on the requirements of the position to be staffed, it is possible that one or more of the following '’asset'’ qualifications may be deemed essential. OCCUPATIONAL CERTIFICATION
AEd1. Possession of an accounting designation from a recognized professional accounting association (CPA, CA, CMA or CGA), or completion of at least one year of the programs offered by these associations to eventually obtain one of the designations.

EXPERIENCE
AE1. Work experience within the public service (including separated agencies and crown corporations).
AE2. Experience using the SAP.
AE3. Experience in using SAS software and/or activity-based costing.
AE4. Significant* experience in developing financial plans, reports, budgets, forecasts or conduct expenditure analysis.
AE5. Significant* experience in financial monitoring of grants and contributions agreement recipients.
AE6. Significant* experience with working in a virtual environment with colleagues, supervisors or clients being located at a distance.
AE7. Experience with the Government Budget Cycle and Fiscal Policies
AE8. Experience in providing support to users of a financial system.
AE9. Experience in assigning access profiles to a financial system.
AE10. Experience in delivering classroom training.

What is random selection?

Random selection is a strategy that is sometimes used to manage applicant volume. It identifies a sub-sample of applicants by applying the element of chance at some point during the appointment process, using criteria identified by the hiring organization.

2. How is this sub-sample of applicants determined?

To determine the sub-sample of applicants, the hiring organization identifies the following:
  • criteria that candidates must meet; and
  • the number of candidates to be selected.

With the assistance of an electronic system that contains information on all applicants, candidates who meet these criteria are identified and the sub-sample is randomly selected from that group.
