Civil Service job security; Little or no performance metrics related to pay.

Not a performance driven culture. Success is determined based on who clocks in each day vs. Benchmarks, metrics, project or operational performance. Little recognition is given except once a year during evaluations. Employee engagement issues mostly deal with politics, sloppy management and sub par communication. If you could add back taxes, shareholder dividends and CPUC regulation, SMUD would be WAY MORE expensive than PG&E. They are cheap based on their tax status; which is good for rate payers, bad for employees.

Management and executives love to pat themselves on the back for having a "great company" while they are racist and discriminate against any employee that has a difference of opinion. Staff are fearful and are constantly watching their back while management touts "diversity"
