Bell-curving a team's performance scores at the end of the year - ensures that at least one person in each team gets screwed. Hard to switch to a different stream (e.g. from wireless to health).
Advice to Management
Promote to management based on qualifications as a manager and on the reviews of those around them - not on their ability to say "yes sir". Came across some really bad managers - as was reflected, but never addressed, in their teams' ESATs .
