Talent Acquisition Manager

Question for HR systems people. I’m working with a client who want to use Hubspot as an HRIS for record management. The company are small so I get why they wish to adapt the system for HR. Has anyone used a CRM for HR compliance/record management? If so, was it scalable? Currently all records are stored traditionally on a server. I’m thinking there’s no way to create an employee self serve function on a CRM without some expensive tech people working on it?
