How do you ensure ownership of transferability of training at a managerial level?

I discussed how to engage the manager in training before, during an after training, leadership competency on people management assessments would identify managers who could benefit from deeper understanding/coaching around their role in training. I discussed offering a workshop on the concept for managers before they could send staff to training and how to adjust performance reviews to include integration of learning into their employee expectations.
