The manager wouldn't interview me until I turned 18 but they do hire at below 18 but they just didn't want to. Apparently it's so they can make sure everyone can stay until closing as they dont want to deal with minor laws. It was mainly about availability and that's it.

Interview
I called Panda Express and asked if they had time for interviews and got it the same day. It was straightforward and the manager was kind hearted about the process.
I applied online. The process took 2 weeks. I interviewed at Panda Restaurant Group (Glendale, CA) in Mar 2022
Interview
In person at the mall with manager. They were friendly and easy going. At the end I got a job somewhere else before I got another interview here. Not sure how the rest of the process goes after the first interview.
