Many steps over time, fairly typical for a smaller company. Company growing and perhaps not everyone is on the same page with what is needed to hire. Highly recommend you do more to get on the same page as you bring people through the interview process. Bringing a candidate through to the last (3-4th) round, having candidate interview with CEO, should mean you are highly interested in giving an offer to the candidate. If someone is “overqualified”, you probably know that many rounds before and should not put a professional at a high level through this rigor without anything at the end.
