Cons

Managing multiple safety processes diminishes the ability to develop the processes for higher levels of effectiveness. Procedures driven top-down are often not aligned with current safety theory & practices and sometimes are not applicable for the regulation within your jurisdiction. The separate silos for safety creates communication challenges and proper vetting of safety procedures & initiatives.
