start by introducing yourself
if still annoyed, ask if you can come back at a more convenient time.
if still no response, call supervisor to help you out

I would ask if they are having a bad day. This tends to work because the question lends to personal insight. People have a hard time with rebuttal on personal levels; they're downright uncomfortable. Then, identify with a bad experience of your own--one that relates to their answer. Use eye contact and move just outside comfort boundries. Be sincere. Explain why you're there only after several minutes (when you both move to idle chatter). You'll get results.
